Camille Cioffi, PhD

Dr. Camille Cioffi is a nationally recognized prevention scientist whose work has advanced maternal–child health, harm reduction, and health systems improvement. Her NIH-funded research has focused on improving access and outcomes for pregnant and parenting people affected by substance use and improving health services for people who use drugs. She has led implementation studies on voluntary pregnancy screening at syringe-exchange programs, developed parenting interventions for individuals with opioid use disorder, and conducted mixed-methods research on postpartum addiction care to inform policy and clinical practice.

She has served on the National Academies’ Blueprint for a National Prevention Infrastructure initiative, helping shape a federal framework for systems-level prevention. She has also advised state and federal policymakers on Medicaid reform for enhancing the use of evidence-based strategies including contingency management and perinatal substance-use related policy.

Dr. Cioffi co-led the implementation of Oregon’s family-care planning initiative including piloting and facilitating statewide adoption of prenatal “Plans of Care” under Nurture Oregon and the Collaborative Addiction and Recovery Act. In that role, she convened monthly interdisciplinary teams across Comagine Health, the Oregon Health Authority, and lived-experience advisory boards to reduce stigma, promote family unity, and standardize perinatal substance-use care.

She has authored over 40 peer-reviewed publications and leads interdisciplinary teams to develop scalable, person-centered solutions to behavioral-health disparities including integration of researchers with lived experience in implementation science.

Dr. Cioffi is committed to active mentorship of career researchers and to engaging in research that drives meaningful systems change by building coalitions across academic, policy, and community sectors. She prioritizes practical implementation and cross-sector collaboration to translate research into policy.
